Software developer outsourcing costs in Poland 2027: rates by seniority and stack

Most quotes for software developer outsourcing costs in Poland arrive as a single hourly number with no explanation of what sits inside it. This page takes that number apart, so you can tell a fair quote from a padded one.

Why outsourcing costs in Poland sit where they do

In practice, Polish rates are not set by a regional average. They are set by what Polish engineers can earn locally, and the local market has been repricing itself for two years.

Specifically, average pay growth came in at five to seven percent, after years of double digits. However, that average hides the story. In cloud, cybersecurity and SAP the movement still runs at eight to ten percent a year, because supply has not caught up with demand. A quote that treats all stacks as equally priced is either out of date or not built from real hiring.

The market stopped raising everyone equally and started paying for a specific shortage. Any credible quote reflects that.

Secondly, the seniority mix matters. Senior roles account for around fifty-two percent of Polish IT postings, while junior roles make up under six percent. A vendor promising a cheap junior-heavy team is promising something the market does not readily supply.

For the record, the table below shows contractor rates in the Polish market, taken from the ITDS IT Talent Trends 2026 report and built on more than three and a half thousand recruitment conversations during 2025. That is what engineers charge, rather than what a vendor charges you. The gap between the two is the subject of the next section.

Note that above this sits architecture. A software architect commands 210 to 240 PLN an hour at senior level, and a data architect up to 240. Indeed, those roles have no junior tier at all, which tells you something about how they are filled.

Outsourcing costs in Poland: what a vendor rate covers

Naturally, a vendor rate is higher than the figures above, and the difference is not margin alone. Four things sit in that gap, and a vendor who cannot name them is quoting a number rather than a service.

What a vendor rate covers, against who would carry the same cost on a direct hire
Inside the vendor rateOn a direct hire, this is
The engineer's own rateYour payroll line, visibly
Employment, tax and labour complianceA separate statutory cost
Recruitment, vetting and bench timeAn agency fee or recruiter salary
Equipment, access and security controlsCapex or a monthly charge
Replacement coverNobody. That risk is yours

Still, the last row is the one worth pausing on. If a direct hire resigns in month four, the search, the gap and the ramp are all yours. Under a vendor arrangement the replacement is contractual, which is a cost you stop carrying rather than one you stop seeing.

In addition, two further factors move the number regardless of stack. Because regulated work carries real overhead in vetting, scoped access and audit evidence, since access to your systems under GDPR obligations means more than issuing a login. And longer commitments spread recruitment and onboarding cost across more months, which is why a twelve-month engagement prices differently from a three-month one.

Outsourcing costs in Poland: three ways you will be billed

Importantly, the pricing model matters as much as the rate, because each one moves risk to a different side of the table.

  1. Per engineer, per hour or per month
You direct the work and pay for capacity. Risk of scope change sits with you, which is fine when priorities genuinely move. Cost is predictable per head and unpredictable per outcome.
  2. A dedicated team at a monthly figure
A committed unit with coordination on the vendor side. The invoice does not move when a sprint runs light or heavy. Suits work running beyond about six months, where accumulated product context starts paying back.
  3. A fixed price for a defined scope
The vendor carries delivery risk and prices it in. Genuine cost certainty, but only if the scope can be specified today and will not change. Every change order reopens the price.

Therefore a common mistake is buying fixed price for work that is still being defined. The certainty is illusory, because the change orders arrive anyway and each one is negotiated from a weaker position than the original contract.

How to read a Polish quote line by line

Broadly, five questions separate a quote you can compare from a number you have to trust.

  • What seniority is this rate for, and who decided it? Vendor titles are not standardised. Ask what the engineer will own in the first sprint rather than what their badge says.
  • Is the rate per billed hour or per calendar month? Holidays, notice periods and public holidays land differently in each, and Poland has thirteen public holidays.
  • What happens if the engineer leaves? Replacement timeline, who pays for the ramp, and whether the clock on your project pauses.
  • What is the notice period for scaling down? This is the clause people read properly only when they are already unhappy. Negotiate it at signing.
  • Who owns the code, and from when? IP assignment should transfer work product as it is created, not at final delivery.
The comparison that misleads

For example, two quotes at the same hourly rate are not the same price if one includes a delivery manager and the other bills coordination separately. Ask for the fully loaded monthly figure for the whole team, not the per-head rate, and compare those.

Outsourcing costs in Poland against the region

Meanwhile, rates across Central and Eastern Europe sit closer together than they did five years ago, so the choice increasingly turns on factors other than price. Broadly, four of them matter to most buyers.

Central and Eastern European delivery locations compared on jurisdiction, overlap and market depth
EU memberOverlap with UKMarket depth
PolandYesOne hour aheadDeepest in the region
PortugalYesSame clockSmaller, growing
RomaniaYesTwo hours aheadStrong, narrower in niches
UkraineNoTwo hours aheadLarge, with wartime risk

Above all, EU membership is the row that changes procurement rather than price. Personal data processed inside the Union stays within the GDPR framework without a third-country transfer mechanism, and contracts run under member state law. For a buyer with regulated customers that frequently settles the decision before cost is discussed.

Of course, this is general information rather than legal advice, and your own counsel should confirm what your obligations require. Rate comparisons between these markets also move quickly, so treat any published regional table, including ours, as directional and confirm current figures with the vendor.

Frequently Asked Questions

What does it cost to outsource software development to Poland?

Polish contractor rates run from 60 to 110 PLN net per hour at junior level and 130 to 200 at senior, depending on the stack. A vendor rate sits above that, because it also covers employment, compliance, recruitment, equipment and contractual replacement cover.

Which stacks are most expensive in Poland?

Cloud, data engineering and Python at senior level, where rates reach 190 to 200 PLN an hour, and architecture roles where they reach 240. These are also the areas where Polish rates still rise eight to ten percent a year while the wider market has flattened.

Why is a vendor rate higher than a contractor rate?

Because it carries employment and labour compliance, recruitment and vetting, equipment and access controls, and contractual replacement if the engineer leaves. On a direct hire those costs exist too, they simply sit on your side of the ledger.

Is fixed price cheaper than paying per engineer?

Only when the scope can genuinely be specified today and will not change. If it is still being defined, the change orders arrive anyway and each is negotiated from a weaker position than the original contract.

How does Poland compare with Romania, Portugal and Ukraine on price?

Rates across Central and Eastern Europe have converged, so the decision increasingly turns on other factors: EU membership and the GDPR perimeter, working overlap, and how deep the market is in the specific skill you need.

Compare engagements, not hourly rates

In short, an hourly rate prices an engineer. It does not price an engagement. Two quotes at the same number can differ by a coordination layer, a replacement clause and a notice period, and those three decide what the arrangement actually costs you over a year.
